The government charged the pair with a crime that hasn't been a crime in Alabama, or anywhere.
Countless contributors to political campaigns end up holding some kind of public office just as Mr.
Scrushy did. Why did that activity suddenly become a crime in Alabama? The judge and prosecutors
saw beyond the law and convinced jurors the two committed a crime. The case smells of politics just
as the alleged political firing of the U.S. attorneys is troubling, so is this case because the suspicions
go to the heart of our system of self-governance. Congress should look beyond those firings and
into this case.

Choctaws spent $13 million to elect Riley, Senate
reports

A U.S. Senate committee reported that disgraced Washington lobbyist
Jack Abramoff told a tribal leader that the Mississippi Band of Choctaw
Indians spent $13 million to elect Gov. Bob Riley in 2002.

The Senate Indian Affairs Committee issued a lengthy report that quotes
William Worfel, former vice chairman of the Coushatta Tribe of Louisiana,
as saying that Abramoff told him that Mississippi Choctaw Chief Phillip
Martin had spent the money "to get the governor of Alabama elected to
keep gaming out of Alabama so it wouldn't hurt . . . his market in
Mississippi."

Disgraced lobbyist Jack Abramoff told a tribal leader that Mississippi
Choctaw Chief Phillip Martin spent $13 million to help elect Alabama Gov.
Bob Riley (R), the Senate Indian Affairs Committee said last week.

William Worfel, the former vice chairman of the Coushatta Tribe of
Louisiana, said Martin spent the money to protect the Choctaw's gaming
enterprise. Since taking office, Riley has taken a tough stance on
gaming, including efforts by the Poarch Band of Creek Indians.

Bob Riley Crappes Out

Last Friday, the US Senate's Indian Affairs Committee released it's
official investigation report on the Abramoff/casino gambling scandal.  
Republican Senator John McCain is the Chair of the Committee and has
been a bulldog in ferretting out the GOP culture of corruption.  Michael
Scanlon, former aide to Bob Riley and an admitted felon, has his name
all over the 357 page document.

Not only did Bob Riley's corrupt friends make it into the report, but the
Governor himself is featured on page 48.

Lobbyist records show casino funds marked for
Riley

Convicted lobbyist Michael Scanlon's records show he had planned to
spend $75,000 from one of his Indian gaming clients to help Bob Riley
[Operation Orange] win the Alabama governor's election in 2002.

The Mississippi Band of Choctaw Indians was Scanlon's most lucrative
client, having paid $16.5 million to companies owned or controlled by
Scanlon, including Capitol Campaign Strategies, according to the Senate
committee report. The tribe paid Scanlon $4.5 million over two years to
protect its gaming interests through "Operation Orange."

Mike Scanlon at one time was a staff member and spokesperson for Tom
DeLay, playing a key role in DeLay’s earlier successful drive to impeach
President Bill Clinton. In October, 2002, Scanlon sent $500,000 to then-
candidate for Governor of Alabama, Bob Riley. These funds apparently
flowed through the Republican Governors Association and the
Republican National State Elections Committee, increasing to $600,000
by the time Riley received them. Riley won a narrow victory and became
Alabama ’s Governor.

Why was Mike Scanlon so interested in the successful candidacy of Bob
Riley in Alabama ?  In addition to the fact that Scanlon was an ex-press
aide to Riley, it seems that Riley’s opponent in the race, the incumbent
Don Siegelman, was intent on opening up Alabama to casino gambling.  
Since the Alabama border is only about an hour by car from the
Mississippi Choctaw tribe’s casino, this possibility posed a threat to the
Choctaws’ casino revenues, from which Scanlon was benefiting. Hence a
victory for Riley was a victory for Abramoff, Scanlon, and the Mississippi
Choctaw Indians.

Final result: Indian casino money has helped to elect [Bob Riley], and is
contributing to the attempted re-election of President George W. Bush.

Moreover, let’s compare the allegations against Siegelman with
Abramoff’s funneling of millions in campaign contributions from Native
American tribes in Mississippi into the political coffers of Siegelman’s
opponent—Alabama Governor Bob Riley—going on at just this time. In
exchange, Riley was expected to intervene to shut down the gambling
aspirations of some of his own Alabama constituents. And Riley did just
as he was bade to do. Now that’s corruption. And what did the U.S.
Attorney in Montgomery, who brought the case against Siegelman, do
about that? Well, she seems to have actually been a potential actor in
connection with the corruption, having secured appointment to a
licensing board which would control the question. And her tight links to
Siegelman’s political nemesis, Riley, are uncontested. She is in fact the
wife of one of Karl Rove’s bosom buddies, a leading mover in the
Alabama GOP, William Canary.
